what is working for you?
You can limit the user ,let's say to download with 10 kbps?

maybe i m wrong,because the way of network is connected.

I have ADSL connection, so the connection is traveling through a router.From that router one cable is going to a switch and from that swith one cable i going my computer(in the first lan card), and from the second lan card, another cable is going to another computer.
So i installed netlimiter and tried to limit the computer and it's not working.
why would you set it up like that in the first place? Just plug both computers into the switch so they can work independently. What type of router do you have? You may have some bandwidth control options available on your router....
